Generally, US citizens can travel to the UK without a visa and stay for up to 6 months if they are coming for tourism. Nevertheless, it would be preferable to apply for a visa if you have previously been refused entry into the UK or have a criminal record. Additionally, if you wish to come to the UK either to study (for longer than 6 months), work, join your partner or family for a long stay or to get married or enter a civil partnership then you will need a visa.

A US citizen cannot get married or enter into a civil partnership on Tourist or Standard Visit Visa in the UK. They will need to apply instead for a Marriage Visitor or Fiancé / Fiancée visa.
A US citizen cannot work on a Visitor Visa in the UK, including remote working. However, if a US citizen is invited as an expert in the UK then they will be able to stay for up to 1 month without a visa and can be paid to do specific things. You will also need to pay the healthcare surcharge as part of your application (unless you are applying to remain permanently in the UK).
